Call to order
President Jack Hubbert
called to order the regular meeting of the High
Valley Country Club Board of Trustees at
9:00 a.m. on November 19, 2011 in the
High Valley Clubhouse.
II.
Roll call

Approval of minutes from last
meeting
There were no minutes to
approve from the October meeting due to lack of a
quorum.
IV.
Open issues
a)
Gene Seiber and Rob Snaza
from the Lewis County Sheriff’s Office shared
information with the Board and guests. A summary
of the information shared, as well as contact
information, is attached to the minutes.
b)
Financial Report: Shared and
reviewed. Questions will be asked of Imhof at the
next meeting.
c)
Operations Report: Jenkins
·
Have been working on the dump truck
– installing the metal bed and trying to fix the
hydraulics.
·
The golf course has been fertilized
and the fences are up around the greens.
·
The debris pile has been burned.
·
Keith (the greens keeper) is off for
the winter.
·
Randi has been working on the
mowers.
·
The buildings have been winterized
·
Propane tanks have been topped off.
·
The bridge providing river access in
HV 6 has been repaired and rope rails added.
Bridge deck is 2 feet wide.
·
Water repairs and meter
installations continue; have not yet started HV 7.
·
Water Facilities Inventory has been
updated with the Department of Water.
·
Ordered 100 12 inch nipples for
meter installation parts. Old price from 2008 was
$8.25 per. New price is $12.56 per.
*Jenkins will
present a list at the January meeting of prices
and anticipated needs so the Board can discuss how
to proceed with purchasing for the future.

Water use & totals are all back to
normal.
d)
Water – Harris
·
August saw use at over 8 million
gallons. October use was 1, 689, 241 gallons.
e)
Golf – Cartwright
·
There are some trees to trim on 6,
7, & 8 but other than that everything is in good
shape. Trees will be trimmed in the spring when
Keith returns to work.
f)
Pool – Sinkey
·
No activity. Jenkins notes there is
still a leak in one pool that will need to be
addressed at some point. Also, perhaps we should
look at either retiling the top of the pool and
possibly line the pools. Will put together
estimates.
g)
Clubhouse – Murdock
·
Proposes a beautification project to
paint the paneling, but not the peak in the main
portion. Has a bid from Martin Construction for
$1992.45 w/ half down and the balance at
completion of the project. McArthur shares
opinion that the clubhouse décor does not match
and needs to be changed. Murdock made a motion
to paint the paneling in the clubhouse a color
to be determined by the Clubhouse Trustee and a
committee. Seconded and carried.

Meekhof shares that the class of
2002 would like to rent the clubhouse in August
for a class reunion and pay a flat fee since they
don’t know how many people will be attending.
Cartwright made a motion to allow the
White Pass High School class of 2002 to rent the
clubhouse for a reunion for a $100 flat fee.
Seconded and carried.
V.
Old business
a)
Hubbert shared a letter from attorney
Hillier that can be shared with title companies
that shares information about the termination of
covenants because the title companies are still
handing out copies of the covenants. Enz
questions continuing since people at the special
meeting shared a desire to keep the current
covenants. Sandy Conklin shared that having
covenants in place helps to maintain property
values. Hubbert will make an appointment to meet
in the spring with Hillier to see what can legally
be done. Members can attend the meeting and he
will see if the county attorney will attend also.
Cartwright made a motion to table the
letter from Hillier until spring. Seconded
and carried.
b)
Sinkey shares that in 1991 when members
voted on covenants 714 ballots were mailed to
members, 315 were returned and 260 were for the
covenants and 55 were against them.
c)
Harris questions teleconferencing.
d)
Ragan missed 3 meetings in a row and is now
off the board. He emailed and shared that he now
works weekends and cannot attend meetings
regularly. Harris made a motion to
regretfully replace Mark Ragan on the High Valley
Board of Trustees. Seconded and carried.
Cartwright made a motion to nominate Bob
Conklin to fill the Board of Trustees vacancy.
Seconded and carried. Conklin moved to the
table with the other trustees. Conklin’s email

Addition to
minutes: November’s Summary of
Question/Answer Session
with Chief Gene Seiber and Sargent Rob
Snaza, Lewis County Sheriff’s Deputies
Seiber –
Asked by Sheriff Mansfield to come address
concerns by High Valley residents and the Board of
Trustees. The Sheriff always says, “If you see
something – say something”. The Sheriff’s Office
is currently gathering information on about a
dozen homes in Packwood. As for the generator in
HV 6 – there is no county ordinance for noise.
However, the commissioners are looking into
something similar to Morton’s ‘breech of public
peace’ ordinance. That would allow officers to
address issues such as generators, yelling, music,
etc.
Snaza -
Welcomes contact with any and all concerns. Phone
is 360-880-2896 and email is
Robert.Snaza@lewiscountywa.gov . There are a
number of investigations in process. If people
have information they can go to the Lewis County
website and leave the information on the tip line
at
http://tips.lewiscountywa.gov/ . There is
also the option of organizing a neighborhood watch
program.
Seiber - We
know who is doing dope but we need probable cause
to get warrants.
Snaza - We
have a liaison DEA person and an extra canine for
a total of 2. If you suspect activity get license
plates, times, names if possible. The East End is
considered from Mossyrock east. There is an
increase in heroin use, it is cheaper to buy than
meth is to make and cheaper than pot.
Seiber -
Don’t assume we know what is going on – call, use
the website, call the substation and leave a
message with Tonja – 497-5500. Information can be
left anonymously.
Toni Just - What
about dogs?
Snaza -
There is an ordinance against dogs and you do have
the right to protect yourself against aggressive
dogs.
Seiber - If
the commissioners try to pass an ordinance like
Morton’s against breech of public peace there will
be a public hearing and the county web site will
have information on it.
*Seiber and Snaza are
willing to return to talk at future meetings. We
can contact them in advance with questions & the
agenda and they will attend.
